Independent Living Fund (ILF)

The ILF has been operating since 1993 (in it's current format) and is funded by central Government.

ILF is a top up to Social Work services or a Direct Payment in lieu of these services.

ILF can be used to

  • Employ Personal Assistant(s)
  • Buy agency services

ILF is to be used for personal or domestic tasks when you are at home and sometimes when you are out socialising/at work.

You have to be receiving at least £320 worth of services per week or an equivalent Direct Payment from your Social Work Department.

There are now 2 priority groups:

  • First priority- people in paid employment of at least 16 hours per week.
  • Second priority- people in receipt of Income Support, Pension Credit or income of a similar level. However for this group the joint package between Social Work and ILF must be at least £500 per week.

The package must not exceed £785 per week between ILF and Social Work input for the first six months.

You have to be aged at least 16 and under 65 when applying

You have to be in receipt of Higher DLA care component, higher rate Attendance Allowance or Constant Attendance Allowance

You have to have savings of under £22,250 (including any your partner has)

ILF funding is for people living in the community in the UK.
